Minutes of October 16th, Board Meeting

The meeting was called to order at 6:30 P.M. by President, Karl Ruether.

Minutes: A MOTION to approve the September meeting as written was made, seconded, and unanimously approved.
Treasurer’s Report
The Summary of Checking and Cash/Assets Accounts as of October 14th 2025. Indicated a balance brought forward of $167,971.35. After accounting for deposits made and checks written the account balance was $166,991.04. The Dedicated Repayment Account balance was $1,253.07. The Community Dues Checking Account balance was $314.45. The Capital Reserve Checking Account was $6,364.26. The Reservoir Replacement Account balance was $20,500.00. The Savings Account balance at $0.05% was $1,591.49. The First Federal High Yield Savings Account balance at $3.30% was $0. The CVB CD balance was $116,029.00. The Accounts Receivable was $68,000.37. Our Total Assets balance is $432,797.29. The 2009 DWSRF Project Loan balance is $113,927.11.
Discussions were had regarding the balances in all accounts, and it was confirmed that DWSRF loan balance would be paid in full on or before 11/8/2025.
Water System
- Engineer David Sheppler has been to the property and reviewed potential locations. He will be providing two separate analyses: 1 for the existing reservoir, and another for a location in the common area/playground.
- Discussions were had and information confirmed regarding the easement in place and real estate contracts held with property owners adjacent to the current reservoir location.
- A review of annual water maintenance fees indicated that 2 accounts should be marked for water service disconnection. Process service has been accomplished; a final certified letter will be mailed and shut off will occur if payment is not received.
Community Projects
- A motion was made and passed for Tom Freeburg to take the lead on gathering cross-connection data through the creation of a survey on the VCC website. This will also aid in gathering email addresses.
- Mike Weil brought to the boards attention the opportunity to purchase a tree to honor Herman Raley, it was agreed we should proceed.

- The following documents were reviewed and approved with edits to be used as formalized collection process for outstanding reservoir assessments.

Members Concerns
- A community member brought forth concerns about a neighbor’s ability to pay the reservoir assessment fee in full. The community member was asked to encourage their neighbor to contact the board for payment arrangements.
- A community member brought concerns about the condition of several properties within the VCC neighborhood, siting vehicle and trash accumulations. Discussion was had regarding the jurisdiction of Chelan County Code Enforcement over such issues.
