Treasurer’s Report
General conversation regarding continued efforts on collecting past due water assessment balances. A CD was open at CVB on 12/1/2025 for 3 months 3.8% for $75,000. Budget was sent to Laura, and it’s been loaded in our financial statements. Dave Schettler has been paid in full for feasibility study report for reservoir replacement.
Water Report
Reservoir report by Jim Neis. General conversation regarding Dave’s price estimate for completion of water reservoir project. He has received two bids and the estimates are as follows…
National Storage Tank ( $557, 000) and Baker Silo Tank ($540, 000) This is if we keep the reservoir at current location.
National Storage Tank ($710,000) and Baker Silo Tank ($692, 000) . Bid if we decide to move reservoir closer to the ball field.
Jim has ask for a 10% contingency to be added to both bids
Additional conversation regarding power upgrade in the pump house, do we move forward with replacing water meters throughout ValleyHi (estimated cost of $65,000) while replacing water reservoir or push out to later date.
Unfinished Business
Online banking set up:
General conversation regarding who has access to VHCC bank accounts. Plan on meeting with Laura in January regarding processing payments and making sure invoices will be available. Confirm with Laura that she can send out credit balances to residents who have overpaid throughout the year in Feb/Mar 2026. Statements to be mailed out in May 2026
New Business
General conversation regarding damage to community and private property during storm:
Danielle to contact property owner who cleaned up trees that are on community property however fell into her yard, damaging her fence. Homeowner is only asking VHCC to reimburse them for the cost of repairing the fence.
Easement records as they pertain to the creek/pond diversion access and private property:
General conversation regarding property records have been located and the legal rights VHCC has to the property with the purpose of working and repairing the diversion to the creek/ pond and when/if there should be escorts (sheriff) when accessing access to property
Action Items
Get Sept mins sent in Word to the board to be published
All addresses are now updated and correct, per Laura
Move $500.00 into general checking account
Future conversation regarding easement at current reservoir location and if more land is needed (which we believe was written into the sale of the land that current resident will be agreeable to moving easement lines if needed)
Add power back up in tanks to be included in bids for reservoir
Mike to get Jim PUD account number so Jim can sign promise to pay documents.
